    LITTLE ROCK, Ark. (KTHV) - Third Grade is so critical. If a child isn't reading at grade level after 3rd grade, as he progresses through school, he'll fall further and further behind. Chances of dropping out of school increase, as do underemployment, welfare, and incarceration.

    Some states use this as a barometer of how many prison beds they'll need. In the end, it costs us more than $330 billion nationwide. So what do we do?

    As for me, I went out and passed out parking tickets. Yep, in downtown Little Rock. Truthfully, I had a blast. I have no authority to pass out parking tickets, but then again, these really aren't parking tickets although they look like it.

    If you came out to your car and saw it on your windshield, you'd first think you'd gotten one, but if you were to look closer, you'll see there's nothing but Gibberish on one side. It's when you flip it over that you get this message:

    Unfortunately 7 out of 10 Arkansas 4th graders don't read at a proficient level. Become a tutor and help set up our children for a lifetime of success

    Today's parking ticket stunt was an effort to do whatever we can to get 600 volunteers to volunteer one hour a week for 12 weeks with 2nd and 3rd graders, listening to them read or reading to them.
