    LITTLE ROCK, Ark. (AP) - The announcement of a $1.1 billion steel mill and job losses in the computer and wind-energy industries were among the top business stories in Arkansas during 2013.

    Big River Steel wants to build a mill in Mississippi County. It had hoped to be under construction by now, but the permitting process is taking longer than expected after an existing mill raised objections.

    Computer maker HP announced it would eliminate 500 jobs at a Conway call center, but later said it would add 200 jobs with higher wages.

    With tax credits due to disappear in the wind energy field, companies announced cutbacks and closures.

    Some companies that received tax incentives from the state will have to return some money after not meeting employment targets.
