Howell was fired in March for what Mayor Carl Redus Jr. says was insubordination. Howell sued in April, claiming race and age discrimination and wrongful termination. The suit claims Redus on several occasions insisted that Howell provide the mayor with details from criminal investigation files.
The city introduced Brenda Davis-Jones as its new police chief on June 30 and Howell's lawsuit now includes allegations related to her hiring. Howell's attorney, Morgan "Chip" Welch of North Little Rock, says Davis-Jones' hiring corresponds with the age and race claims in the lawsuit.
Redus said when Davis-Jones was hired that race and age had "nothing to do with it" and that the city "chose the best available candidate."
