The House rejected the measure by Sen. Joyce Elliott, D-Little Rock, on a 42-31 vote after some members questioned why the state should spend time and money studying certain issues, including whether the state should offer tax credits to companies that employ people with criminal backgrounds.
The bill had passed the Senate on a 35-0 vote. It can be brought up once more, on Thursday, the last day of the session.
